Job Description
Our client, Ryan Chelsea-Clinton, a very prominent FQHC, has retained Tal Healthcare to identify its next Executive Director to manage and direct the delivery of high-quality comprehensive health, assuring the optimum functioning of all aspects of the Ryan-Chelsea Clinton health center.
Ryan Chelsea-Clinton Community Health Center (“RCC” or the “Center”) is an established leader among Federally Qualified Health Centers (FQHCs) in NYC, committed to the provision of comprehensive, patient-centric quality health care to the community it serves. The Executive Director is the chief executive of RCC and in partnership with the RCC Board is responsible for the ongoing success of the organization. The Executive Director assures the organization’s delivery of high-quality care to its patients, relevance to the community, implementation of the organization’s mission and vision, and accountability to its diverse constituents. This individual will be an accomplished, forward-thinking leader with exceptional management and relationship building skills, a demonstrated knowledge of healthcare finance, operations and quality improvement, as well as the ability to think strategically and navigate the threats and opportunities that impact health care and the provision of health care to underserved populations. This work is carried out in support of the mission and goals of Ryan Network.
Reporting to the RCC Board of Directors, and the CEO of Ryan Health through a Management Agreement, this individual is responsible for the overall management of the organization. This person will strengthen and sustain organizational capacity and capabilities, foster organizational growth, and ensure quality services and financial accountability for the present and the future. The Executive Director will cultivate relationships with a myriad of key stakeholder groups, including private and public organizations, and public officials within the government, business and healthcare communities.
Scope and Responsibilities:
Management, Oversight & Administration
-
Responsible for the day-to-day operations, of all sites owned and managed by Ryan/Chelsea-Clinton Community Health Center, and any new sites/projects the Board of Directors and organizational leaders decide to pursue.

Manage and direct the integration and delivery of high-quality comprehensive health services and ensure the optimum functioning and quality of all aspects of the organization.
-
Provide inspirational leadership, supporting a culture that aligns with the organization’s core values.
-
Recruit, support and retain a diverse, inclusive and collaborative team of talented, culturally-competent clinical, professional and administrative staff.
-
Promote programs and services that support the organization’s mission and strategic goals that meet the needs of the community served by RCC.
-
Continuously improve and strengthen organizational capacities; evaluate organizational structure and roles as necessary to determine if they best serve the longer-term needs of the organization.
-
Coordinate health center efforts internally, as well as externally to promote continuous high-quality service and avoid unnecessary duplication of effort and cost inefficiencies.
-
Supervise direct reports and provide performance evaluations that assess their achievement of or progress toward established goals and objectives.
-
Ensure that patient flow, patient inquiries, complaints and other customer service issues are promptly and appropriately addressed.

Solicit feedback from and provide oversight to the Center’s Consumer Advisory Board.
-
Support and implement Network policies.
-
Implement the Board and Network adopted strategic plan that positions the Center and Network for future success.
Advocacy Collaboration and Community Involvement
-
In concert with Network leadership and other organizational leaders throughout the Network, participate and establish policies as appropriate, and contribute to the short- and long-term strategic planning of Network goals.
-
Attend and participate in Senior Leadership Meetings, Board Meetings, Network Committee meetings as directed, and other meetings as directed.
-
Represent the health center in the community and with various outside agencies by participating in appropriate and relevant committees and activities such as community advisory boards, government hearings and advocacy activities in order to advocate and build collaborations that expand services to the underserved and uninsured.
Fiscal Oversight and Contracts/Agreements
-
In concert with Network leadership, develop short- and long-term fiscal planning recommendations for adoption by the Board of Directors; oversee resource allocation and accountability of same.
-
Promulgate fee schedule and schedule of discounts.
-
With respect to the Section 330-supported scope of project, develop an annual budget for approval by the Board and by Ryan Health.
-
Institute policies that maximize all third-party payments.
-
Seek new financial resources that support the strategy of the Network and the programs and operations of the Center.
-
In concert with the Network leadership, negotiate
-
Favorable arrangements with third party payors, including managed care organizations;
-
Contracts with Center labor unions; ensure compliance with all Center contract requirements;
-
Contracts for the Center, including hospital back-up agreements and lease agreements.
Quality Improvement and Compliance
-
Ensure high standards of care and productivity by participating and implementing quality improvement activities and staying abreast/informed of developments in the healthcare industry.
-
In concert with the Network leadership, ensure that the health center remains in good standing with all funding agencies, including Federal, State and local authorities, as well as the William F. Ryan Community Health Center, through compliance with statutory and regulatory requirements and the filing of required reports.

In concert with the Network leadership, secure and maintain all necessary licenses and certifications for the Center’s operation.
Governance & Board Relations
-
Cultivate a strong and transparent working relationship with the RCC Board and ensure open communication about the measurement of quality, finances and program performance against stated Network and Center milestones and goals, including keeping the Board fully informed on the condition of the organization and the important factors influencing it.

In partnership with the Board, recruit and maintain a diverse and inclusive Board that represents the communities RCC serves, and is highly engaged and willing to leverage and secure resources.

Work with the Board Chair to enable the Board to fulfill its governance functions and facilitate the optimum performance by the Board, its committees and individual Board members.
Requirements:
-
No less than 10 years of relevant work experience including a minimum of 7 years work experience in a senior management position in health care with increasing responsibility and supervisory skills, preferably in a non-profit community health organization.

A demonstrated commitment to diversity, inclusion, social justice and health equity. Strong understanding of cultural competencies.

An accomplished health care executive with a solid understanding of Community-based Health services and the managed care sectors and the strategic drivers, trends and outside forces that affect Federally Qualified Health Centers.
- Proven track record of management and astute leadership with ability to set clear priorities, delegate, and guide investment in people and systems; keen analytic, organization and problem solving skills which support and enable sound decision making.
- Strong business acumen with demonstrated knowledge of budget development, grants, regulatory issues, program development & administration, community based health services and managed care.
